Dear Frank,

Pursuant to our discussion, please note that mural of an UNRWA high school graduate who is honored withthis mural which dons the entrance of the UNRWA girls school in Deheishe.

The honor bestowed upon their graduate the UNRWA school stems from the fact that she blew herself up & murdered two Israeli girls in the process.

This school was built by US AID for UNRWA.

The question remains:

How does the US government respond to the fact that a school built by US tax dollars then dedicates its school facility to honoring a graduate of the school who commits first degree murder?

How does this advance the peace process?

The Palestinian Authority continues to incite young schoolchildren to armed struggle against Israel in its textbooks – textbooks that are used by the United Nations Relief and Works Agency (UNRWA) to teach incitement in Israel's capital city, says investigative reporter David Bedein, who spoke in an interview with Arutz Sheva's Hebrew-language news service.

בסרט התחקיר "למען הנכבה" שנערך בחודש מאי במחנות הפליטים של האונר"א באזור שכם ובית לחם, נתגלה תופעה : קירות בתי הספר של האונר"א שנבנו ברובם מקרן סיוע של ממשלת ארה"ב, מצוירות תמונות ענקיות של שהידים, בוגרי בתי הספר שרצחו יהודים תוך כדי התקפות התאבדות.

לדוגמא: רצ"ב ציור ענקי של עיאת אל-אקרס, על קיר בית הספר התיכון לבנות במחנה פליטים דהיישה באזור בית לחם.

עיאת אל-אקרס, בוגרת אותו בית ספר, פוצצה את עצמה בסופרמרקט בירושלים ורצחה שתי צעירות ישראליות. אחת מהן רחל לוי הייתה גם כן אזרחית אמריקאית.

השאלה מתבקשת: האם אונר"א תוריד את הציור של הרוצחת עיאת אל-אקרס מקיר בית הספר לבנות בדהישה ותמונות של רוצחים מכלל בתי ספר של אונר"א ושל רשות הפלשתינית.

הכתבה על מחנות אונר"א היתה מצוינת וערוכה היטב.

חשוב מאוד להתייחס לדברי כריס גונס, דובר אונר"א:

1. גונס מצהיר שאין כל הסתה נגד ישראל בספרי הלימוד בבתי הספר של אונר"א, שהם למעשה ספרי הלימוד של הרשות הפלשתינית שעברו ביקורת של ארה"ב וישראל.

2. לחיזוק דבריו הוא מצטט את פרופ' נתן בראון, כאילו בראון מייצג את הוועדה שהסטייט דיפרטמנט מינתה כדי לבדוק את נושא ההסתה בספרי הלימוד הפלשתינים.

3. גונס איננו מדייק. פרופ' בראון הוא אחד מעשרים איש שבוועדת הבדיקה שטרם הגישה את ממצאיה. בראון עובד צמוד עם הלובי הערבי בוושינגטון.

4. הוועדה גם כוללת את ד"ר ארנון גרוס, מזרחן ועיתונאי שתרגם את כל ספרי הלימוד הפלשתינים עבור מכון מחקר http://www.impact-se.org/ ) IMPACT ) שהגיש מסקנות מאוד חריפות לגבי המשך מגמת ההסתה של ספרי הלימוד הפלשתינים. ד"ר גרוס גם בדק ומצא שספרי הלימוד הפלשתינים שמלמדים גם במזרח ירושלים כוללים את אותם חומרי הסתה שמלמדים תלמידים פלשתינים ברמאללה ובעזה, למרות המדיניות של מחלקת החינוך של עיריית ירושלים שהיתה אמורה להוציא את דברי ההסתה מתוך ספרי הלימוד הנלמדים במוסדות חינוך ערביים בירושלים.

5. גונס לא מתייחס לעובדה שציורים על קירות בתי הספר של אונר"א מפארים את השהידים הרצחניים שהיו תלמידי בתי הספר.

6. הכחשתו לגבי השהידית בת ה – 18 כאילו שהיא איננה תלמידה בבית הספר ושאין תלמידות בתי ספר של אונר"א שהן בנות 18 אינו מצליח להסתיר את העובדה שאותה רוצחת היתה תלמידה בבית הספר של האונר"א ושבית הספר בה למדה מאוד גאים במעשיה של הרוצחת ומנציחים את הרוצחת בציורי קיר ענק על גבי כותלי בית הספר.

7. אם כוונתו של גונס באמת לשלום כפי שהוא טוען, היה עליו להורות למחוק את ציור הענק של השהידית מעל חזית בנין בית הספר של האונר"א.

The so-called “right of return” for Palestinian Arab refugees and their descendents is not a new idea. Yet this claim — that the refugees have the right to return to villages they left in 1948 — is now being promoted with a new vigor. Proponents of this position include the Palestinian Authority and a seemingly unlikely international advocate. That partner is UNRWA, the United Nations Relief and Work Agency for Palestinian Refugees. UNRWA was established as a temporary agency 60 years ago in the wake of the 1948 war to aid the refugees in their plight, which they call the Nakba or catastrophe.

Funded by direct allocations from 38 democracies across the globe, UNRWA has an annual budget of more than one billion dollars. In recent years, its budget has ballooned, with US and EU each contributing more than $230 million a year. Other major donors include

Canada

Japan

Norway

and

Australia

While many assume they understand the plight of the refugees, their story is a complex and singular tale. It is a 60-year-old narrative of a people encouraged by UNRWA and the Palestinian leadership to remain as refugees, so that their steadfast goal of the “right of return” might be fulfilled, - which would create a Palestinian state that would essentially replace the state of Israel.

Those advocating the right of return claim that it has a legal basis in Resolution 194 passed in 1948 by the United Nations General Assembly. That resolution, which is actually nothing more than a non-binding proposal, has no basis in international law.

While it does say that refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so, it also speaks of resettlement of refugees in another country and compensation for those who do not return.

Sixty years ago UNRWA helped feed anywhere from 450,000 to 750,000 refugees from the 1948 war. Now, UNRWA recognizes not only the original Arabs who claimed to have been displaced, but their descendents as well. Thus the number of people on the UNRWA rolls has grown to more than 4 million. They live in and near 59 UNRWA camps in the West Bank, Gaza, Jerusalem,

Syria

Jordan

and

Lebanon

While UNRWA is responsible for the camp’s education, health, relief and social service programs it leaves the day to day operations to local Palestinian known as “popular committees,” who operate inside the UNRWA facilities.

Meanwhile, UNRWA spends about half of its budget each year — more than $500 million – on schools. It has a massive payroll, employing more than 7,000 teachers. UNRWA does not produce its own textbooks. Its policy is to adopt the texts and curriculum of the host entity. In the West Bank and Gaza, it uses new textbooks and course guidelines produced and utilized by the Palestinian Authority.
